just gray-out silent Tracks (or Tracks <5sec) and ignore on import

Describe alternatives you've considered
manual unmonitor Release so its not getting downloaded again

Looking through my library as I usually delete these "tracks" it seems MusicBrainz is really good at labeling these "[silent]". Also I have silent tracks almost 3 minutes long there are also skits and intros that could be <5 seconds, so a time based solution is probably not a good idea. A simple ignoring tracks labeled [silent] should be enough. Might also be a nice option to be able to automatically delete these if they are tagged. Also ignore tracks labeled as silent when importing. So you don't get a missing tracks warning when auto importing.

This enhancement would be very useful and handy when down loading alot of albums all at the same time. a button in the queue page saying "manual import for select album", this would override "one or more albums expected in this release were not imported or missing" rule.
