Wiki link for "All notifications are unavailable due to failures" doesn't lead to relevant information #4309

Current Behavior

Clicking on the wiki button for "All notifications are unavailable due to failures" leads to this link which doesn't actually scroll to anything, and instead stays at the top of the page.

Expected Behavior

Clicking on the wiki button still redirects to this url (or a similar one), and the link has proper information on the issue.

Steps To Reproduce

  1. Load lidarr 2.12.4.4658 web UI
  2. Go to System > Health
  3. Observe "All notifications are unavailable due to failures"
  4. Click on the wiki button with tool tip "Read the wiki for more information"
  5. Observe that the linked web page lacks relevant information

Environment

- OS: Arch Linux
- Lidarr: 2.12.4.4658
- Docker Install: docker compose with linuxserver/lidarr
- Using Reverse Proxy: Yes
- Browser: Vivaldi 
- Database: Sqlite 3.49.2

What branch are you running?

Master
