Wiki link for "All notifications are unavailable due to failures" doesn't lead to relevant information #4309

Current Behavior

Clicking on the wiki button for "All notifications are unavailable due to failures" leads to this link which doesn't actually scroll to anything, and instead stays at the top of the page.

Expected Behavior

Clicking on the wiki button still redirects to this url (or a similar one), and the link has proper information on the issue.

Steps To Reproduce

Load lidarr 2.12.4.4658 web UI
Go to System > Health
Observe "All notifications are unavailable due to failures"
Click on the wiki button with tool tip "Read the wiki for more information"
Observe that the linked web page lacks relevant information

Environment

- OS: Arch Linux
- Lidarr: 2.12.4.4658
- Docker Install: docker compose with linuxserver/lidarr
- Using Reverse Proxy: Yes
- Browser: Vivaldi 
- Database: Sqlite 3.49.2

What branch are you running?

Master

lidarr.trace.txt

Trace Logs have been provided as applicable. Reports may be closed if the required logs are not provided.

I have read and followed the steps in the wiki link above and provided the required trace logs - the logs contain trace - that are relevant and show this issue.
