Describe the problem to be solved

Right now, users can individually set their live latency, or administrators can turn off the feature altogether. Would it be possible to have the following options:

Disable P2P entirely for everyone, allowing the server to handle the delivery
Set default live latency to one of the three options and do not allow users to change it
