we need someway to block all of these files from getting picked. I have identified the sha1sum to be 6cf10baa0e048717e050c86dcb4822b1dd2ec887 in all cases

an option to blacklist files no matter what their name is

No plans for radarr to arbitrarily block files only releases.
Your download client can handle this and more importantly report the problematic groups to the site.

not really. I can run a script after the fact, but I dont believe rtorrent can block a file based on sha1
