Currently it seems it is not possible to configure the database connection enforcing TLS/SSL encryption. The system should support this and extends the default configuration, an idea how the system could be extended is given here:

The issue seems to have a long history, here I found the same question back from 2015 https://community.suitecrm.com/t/ssl-to-database/29473
