Issue

If a campaign is inactive, the 'Send Test' and 'Send Emails' views (accessible from the campaign detail view) do not allow sending. However, this is possible from the wizard.

Possible Fix

Hide the buttons displayed in the 'Send Email and Summary' view of a campaign wizard and display a message that the campaign is deactivated

Steps to Reproduce the Issue

Create a campaign with a marketing email.
Deactivate the campaign and verify that the send buttons are displayed in the 'Send Email and Summary' view of the wizard.
