Describe the feature/enhancement

Currently only the root user (and presumably admin? haven't tried that user type) can see the Library Stats page - it would be ideal to allow normal users access to this page.

Preferred solution is adding a permission toggle for this in the user management (e.g. below Can Access All Tags there could be a Can View Library Stats toggle). The default for this permission can be off for the User and Guest account types to maintain existing permissions, and on for root/Admin account types.

Users could then access this via the existing top right Stats icon (column graph icon), which would still default to the Your Stats page, but then can change to Library Stats via the left side menu (also existing item but hidden for regular users).
