Describe the Feature/Enhancement

In the chapter editor, there should be a function to add time from a specific timepoint. This is similar to the "Shift Times" function, but would only apply to a single chapter, not to all chapters.

Why would this be helpful?

I typically break my books into chapters, but sometimes I want to add in a manual chapter. One example is creating a "Closing Credits" chapter which is part of the final chapter. Since it was 56:22 after the beginning of the final chapter at 12:32:26
