Click on "Import Existing Torrent" and get the "Torrent Import" popup window. I can select an existing torrent and its completely downloaded files but cannot select the "Skip the data checking stage...." option.
This worked fine for me in version v2.9.5 but subsequent versions didn't allow file skipping so I reverted back to v2.9.5. The torrents and their respective files have not been moved and nothing has changed, only the version of qB I'm running. I just started using v3.0.4 and every time I go to import a completed torrent it's being checked. FWIW, running Win7 Ultimate 64bit now but same problem existed in 32bit version.
@cdumez commented on GitHub (Sep 28, 2012):
I will look into this soon. Another user reported the same issue recently so I'm marking as confirmed.
@gandalftools commented on GitHub (Dec 25, 2012):
I know this should habe been fixed in 3.0.5 but problem persists in 3.0.6.

I cannot tick the box and also I'm suffering https://github.com/qbittorrent/qBittorrent/issues/165 which could be related.
@Splat-NJ commented on GitHub (Dec 25, 2012):
This has been fixed in 3.0.6. I just verified I was able to skip data checking and it went right into seeding mode. Have you tried uninstalling qB, ensuring all folders and files are gone, reboot, then reinstall 3.0.6?
@Industry commented on GitHub (Jun 1, 2015):
This problem appears for me whenever I import a torrent file whose content is only directories. The skip option is only available when I select the subfolder as the content location instead of the original download location
e.g.
SchwarzeneggerMoviePack.torrent has content SchwarzeneggerMoviePack\TotalRecall\TotalRecall.mkv and SchwarzeneggerMoviePack\Terminator2\Terminator2.mkv and was downloaded to D:, thereby creating the D:\SchwarzeneggerMoviePack folder and the two subfolders
Then when I import the SchwarzeneggerMoviePack.torrent, I have to select D:\SchwarzeneggerMoviePack\ as my destination to get the "skip" checkbox to become available, instead of the original (real) download directory of D:\
As you can imagine, qBittorrent is reading from the wrong directory so weird things start to happen. Open destination folder does not work. If I force recheck, the file's resume data is checked, and immediately goes to redownloading it again (I think). The torrent shows 100% completed in the Done status column, but the content of the individual files shows 0.0%.
Windows 8.1 64bit
qBittorrent v3.2.0
Qt: 4.8.6
Libtorrent: 1.0.4.0
Boost: 1.55.0

@Industry this issue is really old. Please, open a new one and reference to this.
