This functionality doesn't seem to exist as of qBit 4.3.3 for Windows.
In uTorrent 2.x and 3.x (at least) you are able to pick an individual file from a torrent that has multiple files via the "Files" tab at the bottom, right click the file, and choose "Relocate..." which allows you to move that file to any directory you wish. The other files in that torrent stay put.
I like to keep my files organized and still seed them. While it's possible to do this to an extent in 4.3.3, if a torrent has multiple files and you only want one of them in your "organized" area, you're out of luck. You can only move the whole folder for that torrent via the "Set location..." option when right-clicking on the torrent itself.
On top of that, for those of us who have huge uTorrent libraries with a ton of relocated files, it's not currently possible to migrate to qBittorrent without manually reseeding everything.
