Suggestion

I would like the queue to maximize the full available network bandwidth, in addition to queue priority.
Allocate as much network bandwidth to the queue priority.
Maximize bandwidth priority by queue rank.
Maximum network capacity can be determined by network speed test, or by monitoring QBT download speeds.
Queue adjustments will need to be made as seeders/peers fluctuate.

Example:
In the queue, if torrent #1 is not maximizing the download rate, then include downloading torrent #2.
Continue to include additional torrents by queue rank if maximum network bandwidth is below capacity.
