Suggestion

Rather than a broad limit regardless of file location, allow the limit to be set per drive.

Use case

You generally only want to thrash 1 drive at a time, but when (re)adding a whole bunch of torrents with different drive locations. it would be nice if all drives could be put to action simultaneously.
