Suggestion
I keep the top toolbar turned off but sometimes the filter field is helpful so could it please be moved to the middle bar beside the "filter files" field.
Or even better, on the same bar as the Transfers/Search tabs.

I never kept the toolbar turned off and I didn't even knew that you could do that until now and I think the position of both filter torrents and filter files are perfect where they are by default.
But I agree that for the case when the toolbar is turned off, it's strange to have no way to filter the torrents.
I don't think it's a good idea to move it next tot he filter files as that it's integrated in a bottom-half window that appears and does actions depending on the context (the torrent that is selected.
To filter torrents from there, I think all torrents need to be selected before opening that window, which is extra steps and takes time.
Though, for the no toolbar case, I would try to show it in the tabs bar, on the right side, like in the tool bar.
Since at most there are just 2 tabs shown (when the Log is shown). And I would show also the Lock button. so all 3 items are still visible, like they normally are above.

@Danny3 I think you could have at least 4 tabs with RSS and Search enabled, but still there way to much space wasted there. One could honestly just combine toolbar and tabs, although I would like to have filter to the side of tabs since toolbar wastes too much vertical space.
