After poking around in VM I found out that official windows installer (3.0.6 and 3.1a both) do not create desktop and start menu shortcuts for current user when run in multiuser environment with UAC. This doesn't affect single user environments with UAC.

User layout:

Admin account (admin group)
User account (user group).

Steps to reproduce:

Start installer under user account
Enter Admin password in UAC prompt

Result: shortcuts are created for Admin user.

Proposed solution: install shortcuts into public (aka "all users") profile on NT>=6

P.S. By the way uninstaller doesn't remove qBittorent folder from start menu.
