[3.3.1] blank watch folder "download path" resets to "watch folder" path on relaunch #3395

What I expected: blank "download path" will save torrents picked up from watch folders into the default path for all torrent downloads, as well as moving them properly to the correct label subfolder.

What is happening: the "download path" resets to the watch folder path upon startup, dumping torrent downloads to those paths as well as completely ignoring label subfolders.

Note: I watch several folders for .torrent files and expect them all to go into the qbt downloads folder, like they do when I make the path blank.
Please make it so it retains the blank path, because the way it is now dumps the downloads all over the place depending on where the .torrent was picked up.
