.torrent stuck on "stalled" and magnets stuck on "downloading metadata" #5614

Please provide the following information

qBittorrent version and Operating System:

qbittorrent v3.3.13
Windows 7

What is the problem:

All my torrents are stuck on stalled, new .torrent I add get stuck on stalled, they do not pre-allocate, magnets I add get stuck on downloading metadata.

What is the expected behavior:

It should pre-allocate and download.

Steps to reproduce:

start qbittorrent
add a torrent

Extra info(if any):

It was working until yesterday, it stopped working and then I installed the update to 3.3.13 which fixed it. But today it's broken again, I even reinstalled the damn thing, it's still stuck.
