Setting a global cap and a per torrent cap aren't doing anything, it's maxing out my bandwidth on both download and upload no matter what I set.

Was working with previous version, started as soon as I updated.

Please go to settings and check "Apply rate limiting to uTP connections". This is the default behavior starting in v3.0.1. Unfortunately, our Windows builds are getting outdated.
