Where is your python installed?
Does it appear as an entry in the list of uninstallable programs?
Does it exist in the registry under the path

your questions: #1.... I am surprised to say I don't know.
#2 and #3 both 'no'.
There are many python related files that are used by 3 open source
programs: Open Office, mySQL, and a genealogy program.
Do I need a run-time version of Python or something like that?
I'd like to add it so I can used the Search... It seems like a really handy
feature.

You probably don't have python installed. And qbt should have displayed a message box saying so and offering you to take you a download page.
Anyway, download the python installer from here and restart qbt. It should work now. If it does, come back here and close the issue.

Hey!
After we wrote a bit ago, I did a search for a Python runtime version. I
didn't see that but did find the site you suggested and DL'd the install
file.
It's probably a lot more than a simple runtime, but qBT's search now does
work.

In older versions, if phyton not instaled, qbt asked you if you wanted to install it. Why is it not doing it now?

No, but thanks... I installed Python 3.7 back on Aug 17. qBT is working
well. Only problem is when/if the VPN disconnects unexpectedly, qBT does
not always shut down right away. I wonder if that is a Security/Privacy
risk... ?
