What is the problem

if in Preferences -> bittorrent -> Torrent queuing - >" do not count slow torrents in these limits" is selected the maximum active torrents option is ignored

What is the expected behavior

the expected behavior is obvious

I'm not sure what you mean exactly but libtorrent will not open more slots than "maximum active torrents" (-1 is infinite) if there are slow torrents.
