Please provide the following information

qBittorrent version and Operating System

4.2.0

If on linux, libtorrent-rasterbar and Qt version

Windows 10 (1909)

What is the problem

Any stalled torrents in the queue will no longer trigger the active download of the subsequent torrent in the queue, resulting in a "stuck" download list.

What is the expected behavior

#1 Torrent [Stalled]
#2 Torrent [Downloading]

Steps to reproduce

Options>BitTorrent>Torrent Queueing>"Do not count slow torrents in these limits...]

Extra info(if any)

The previous version was doing this fine. I would suggest a feature that would possibly set a stalled torrent to Forced Download automatically after a period of time.

Future idea as well, automatically give this feature and bandwidth priority to torrents with low seed numbers to promote torrent health.
