I just saw that @UltimateGeek is still a code owner for Tests. He has been active in a couple of years. Should definitely remove him. But do they still serve a purpose? Should others be updated?

Originally PR's had to be approved by a code owner, they still get suggested as reviewers for a PR.

I think we should actually just redo those. I like being suggested for CSS stuff but I would also like to be suggested for widgets PRs
