I've verified and I assure that I'm running youtube-dl 2017.08.13

I have also tried downloading a test flash video from: youtube-dl http://www.dhs.state.il.us/accessibility/tests/flash/video.html

FYI: Video support is site-based. Supporting flash videos on one site is irrelevant with support for another site.
