But bug reporter is correct that simply changing extension (to .mp4) allows it to be played. Should this be changed for user ease? I think it would definitely help non-tech users. Maintainers please advise! (i'd like to make the change if it's approved as valid)

If I may chime in -- .m3u and .m3u8 are playlist formats, so I would propose that this is worth addressing because the file is clearly being marked in a grossly incorrect manner. Can ffmpeg determine the content and container type once the download is done? It could be as simple as running a final detection pass on the downloaded file and renaming it.
