yes its the same....but there has been no communication on that topic for last 2 years so i opened a new issue...
further to add...
i have found a similar git repository which functions similar to youtube-dl with some more features...
https://github.com/soimort/you-get
it has 2 features which are the solution to #1012 (merge parts of videos to one) and #6 info before downloading

There's no need for a new issue then. The reason it's still open is that we haven't need it (otherwise we'd have tried to implement it ourselves) or nobody has send a pull request for adding it (contributions are welcomed).
Unfortunately you-get is licensed under the MIT license, so we can't use its code in youtube-dl(released to the public domain).

I'm closing it, but thanks for the report
