This is not an error in youtube-dl, but an error from YouTube or an intercepting ISP. What would you want youtube-dl to do in this case?

Just shooting an idea. If it is a YT error some way to recover from it and continue to download. May be download a different format or different quality if there no part file. May be way a while and try again. etc.
