I have updated to the latest version but still having this problem.

QV-oUoXxXps is a video, not playlist. To download try

youtube-dl  -citk --max-quality FORMAT --extract-audio --audio-format mp3 QV-oUoXxXps --verbose

This affects me as well, on many youtube playlists, for example:
