Unable to download using instructions in the README using IPv6-only network, and due to your advertising both IPv6 and IPv4 cannot use DNS64/NAT64:

Thirty years on and people are still using IPv6??

So is this a problem that the hoster is advertising IPv6 but not serving with it, or that the IPv6 network between your system and the hoster is bad?

Apparently GH is working for you, so try https://github.com/ytdl-org/youtube-dl/releases where you will find the same file.

Also review #31530 to see why you would most likely be better off downloading some other version.
