The content at that URL is almost certainly in violation of copyright. Looking at the service's main page, so do seem many other videos. youtube-dl does not support video services that routinely infringe copyright. If you think that stepashka does not routinely infringe copyright (I don't speak Russian, so I'm inferring from a google translate copy), please provide at least one example of a none-infringing video URL.
