Because:
. uTorrent does it this way
. Browsers (Crhome, Firefox etc) download files in this way too

The drop down list + "set as default save path" is sufficient IMO.

I'd like to second that feature request.
It's a bit annoying to always have to remember to either check the option or change the folder from the drop down list.
It's not only uTorrent and browsers - there is the same or similar behavior in almost all Windows apps. Once a folder is used for saving the save dialog itself remembers it and opens in the same place if not instructed otherwise. Even Notepad does it until it's restarted ... which is a bit stupid but lets not drop down to it's level ;)

It's not huge problem (only a few clicks with the mouse ... performed very often) but I don't see why not offer the option to the users not to use the "set as default save path" option at all. If it's blank just offer the user the last used one.
I tried deleting the path in the Save files location in the options but the app insisted using the previous value. I went on and deleted the corresponding value in the qBittorrent.ini file but it defaulted back the the %userprofile%/Downloads folder so I gave up.
