You may have some very weird things going on with your %APPDATA% folder, or Windows installation.
Anyhow, clear out qBittorrent configuration files from here: "%APPDATA\qBittorrent"

Back the files up before deleting them.
This will make you lose your settings and everything, but there is really not much else you can do.

Also check your Windows installation, this sounds like your %APPDATA%/user profile is on "D:" for some unknown reason, and it's been removed/disconnected?
